The Women’s University in Africa’s (WUA) vision is to be the best University in Africa in the promotion of equity and equal opportunities in higher education. In a bid to ensure sustainable achievement of its mission, WUA has prepared a draft Five Year Transformation Strategy covering the period 2021 to 2025. The preparation of the draft Transformational Strategy was facilitated in-house by the Pro Vice Chancellor in charge of Planning, Business Development, Operations and Finance Professor A.B. Madzivire.  The University Council is seeking the services of a consultancy firm/individual to review the draft Transformational Strategy before it is adopted by Council and submitted to the WUA Board of Trustees for approval and implementation.

 

Duties and Responsibilities of the Consultancy Firm/Individual

The consultancy firm/individual shall be required to review the draft Transformational Strategy and advise WUA on the soundness of the strategy and the extent to which it will assist WUA in achieving its mission and vision.

 

Roles, duties and responsibilities shall include the following (TORs):

The works to be undertaken by the consultancy firm/individual will focus on providing the following services:

  • Review the draft Transformational Strategy with special focus on breadth, depth and impact of proposed strategies;
  • Conduct one-on-one interviews with selected WUA strategy planning process participants;
  • Analyse the draft Transformational Strategy in the context of the WUA Charter SI 130 of 2002;
  • Review the draft Transformational Strategy for consistency with Education 5.0; and
  • Advise WUA on improvement of the draft Transformational Strategy

 

Required Profile of the Consultancy Firm/Individual

Bidding firms/individuals will be required to meet the following criteria:

  • Be registered with the relevant professional body;
  • Partners should be in good standing with the relevant professional body;
  • Partners should not have been subjected to any disciplinary action by the relevant professional body;
  • Should have specialists in leadership, strategic planning and higher education development amongst its partners;
  • Should have been in operation for a period of at least five years; and
  • The firm/individual should demonstrate experience in handling similar assignments in complex organisations.

 

Request for Proposal Submission

Firms/Individuals meeting the above criteria are requested to submit their proposals in a sealed envelope as follows:

(a)  Technical Proposal containing;

  • Confirmation of the firm’s understanding of the Terms of Reference (TORs) and its capacity and capability to deliver on the TORs;
  • The methodology, work-plan and timelines for undertaking and completing the given assignment;
  • Appropriate references to demonstrate the experience specified in the TORs; and
  • The CVs of key staff proposed to carry out the assignment.

(b) Financial proposal indicating the proposed fees for consultancy services and any incidentals;

(c) Other Requirements

  • Proof of registration with relevant professional body and copies of practicing certificates of partners and/or key staff;
  • Confirmation that the firm and/or its partners and key staff are not aware of any conflict of interest which may exist with respect to WUA;
  • A list of clients for which the firm has performed similar consultancy; and
  • Details of at least three (3) prior assignments, including the contact details of the references.

TERMS OF REFERENCE FOR A JOB EVALUATION EXERCISE

 

The Women’s University in Africa’s (WUA) vision is to be the best University in Africa in the promotion of equity and equal opportunities in tertiary education.  WUA strives to provide quality tuition, research and service to the community in order to empower mostly female students for leadership and developmental roles. WUA seeks to enhance women’s capacity through the provision of higher education, which enables women to fulfil political, economic, social and leadership roles. The University is guided by its core values which are honesty, integrity, professionalism, reliability and accountability.

 The University seeks to engage the services of a reputable and technically qualified organisational development consultant with extensive expertise in organisation design, labour market analyses, management and organisational development to undertake an organisation structure review, job evaluation, grading and pay scale review process. The University therefore hereby solicits proposals from interested individuals or firms to undertake the assignment which will result in a fair and equitable pay structure aligned to best practices.

 

Duties and Responsibilities (TORs) of the Consultancy Firm

 The consultancy firm shall be required to:

  1. a) Design an organisational structure that is supportive of the new strategic objectives and strategic orientation set out in the Transformational Strategy 2021-2025;
  2. b) Develop a logical and consistent Job Evaluation framework upon which WUA can base future job grading decisions. The framework will be comprehensive and will respond to the new realities of the institution and will also be suitable for further expansion of the University’s workforce and roles;
  3. c) Ensure fairness and equality, in terms of job grading, among staff members currently employed, and in comparison with newly recruited staff members; and
  4. d) Undertake an alignment exercise, adjusting the job levels of current staff to address inequities and disparities among roles in the same job family and across the organisation, and fully recognise roles and responsibilities undertaken.

 

SCOPE & FOCUS OF ASSIGNMENT

 It is expected that the exercise will provide WUA with:

  1. a) An inclusive process to review departmental functions, responsibilities and organisational structure, and propose changes;
  2. b) A rational basis for making justifiable decisions on job grades and consistent approach for the determination and management of relationships between jobs;
  3. c) The basis for developing an equitable pay structure across WUA based on a logical method of measuring relative job scope and size; and
  4. d) A strategic framework with which rational decisions can be made in response to changing organisational structure and roles.

 

The key tasks are as follows:

  1. a) Review of background material on the existing organisational structure, current categorisation of staff, grading structure and strategy;
  2. b) Develop a new or revised job evaluation framework which will include skills and competency matrix reflecting the required competencies, qualifications and experience required to justify the level at which each position is graded;
  3. c) Review and revise the job descriptions of all existing positions along with person specifications for the job, to accurately reflect the roles and responsibilities undertaken. This will be done by way of interviews with incumbents, supervisors, peers, higher-level supervisors, if necessary;
  4. d) Review and evaluate all WUA jobs and determine the grade levels of the posts, comparing functions carried out by incumbents of similar functional titles/ posts and analogous responsibilities across the organisation; and
  5. e) Supporting effective communication and change management throughout the process.

 

DELIVERABLES

 The key expected outputs/deliverables of this exercise will include:

  1. a) A comprehensive new job evaluation framework that is appropriate for WUA and allows fair and equitable evaluation of current and future jobs, upholding the principle of equal pay for equal work;
  2. b) Revised organisational structure;
  3. c) Revised current job descriptions that accurately reflect the individual roles and responsibilities;
  4. d) An evaluation of all current updated jobs, against the new job evaluation framework, with job grade alignments;
  5. e) Revised pay scales aligned to the new structure and job grades; and
  6. f) A change management plan to allow the University to implement the recommendations for job grade changes.

 

Required Profile of the Consultancy Firm

 Bidding firms will be required to meet the following criteria:

  • Be legally registered;
  • Should have expertise in the creation of Job Evaluation methodologies and salary surveys/grading structures;
  • Should have been in operation for a period of at least five years;
  • Should be able to demonstrate experience in handling similar assignments in complex organisations; and
  • Having handled similar assignments in an institution of higher learning will be an added advantage.

 

Duration

 The consultancy is expected to take up to a maximum of eight (8) weeks starting from the date of signature of the contract by both parties, subject to adjustments as required and mutually agreed upon.

In a bid to ensure sustainable achievement of its vision, the Women’s University in Africa is seeking the provision of legal services by a reputable law firm for the years 2021-2024.

 

Duties and Responsibilities of the Law Firm

The law firm shall be required to provide sound legal and regulatory advisory services and advice to assist WUA in achieving its vision. The works to be undertaken by the law firm will focus on the following services:

(a) Providing legal and regulatory support on proposed legislation and legislation in force;

(b) Drafting and reviewing of contracts and policy documents;

(c) Advising the Board of Trustees on corporate governance and policy; 

(d) Providing legal assistance against any litigation arising out of the university’s daily business affairs and/or during contract administration;

(e) Attending to drafting and actual appearance in litigation and Alternative Dispute Resolution before all forums, in matters involving and/or of interest to the University, locally and internationally; and

(f) Interacting and lobbying on behalf of the University with relevant authorities as and when required regarding Corporate, Contractual, Commercial, Procurement, Transactional, Regulatory, Employment, Intellectual Property, Banking, and other legal matters.

 

Required Profile of the Legal Firm

Bidding firms will be required to meet the following criteria:

(a) Be registered with the Law Society of Zimbabwe and hold a current Practicing Certificate;

(b) Be in good standing with the Law Society of Zimbabwe;

(c) Should have specialist knowledge of corporate governance and policy;

(d) Should have been in operation for a period of at least four years;

(e) The firm should demonstrate full turnkey experience, in handling legal matters for sizable organisations;

(f) An understanding of managing the business side of a corporate entity will an added advantage;

(g) The law firm should show experience in attending to complex mandates; and

(h) Previous assignments in institutions of higher learning will be an added advantage.
